The answer is, somewhere in between the two :) It's like you are going to roll the "r" against the ridge behind the upper teeth, but you don't roll it, you stop it short so it ends yo resembling a "d" sound. There is a very subtle vowel sound that follows, which is typical of Gurmukhi in spoken language. Some transliterated texts will have the vowel of the syllable in (parens) after the word.

Hara is a Shiva mantra.
