[Kundalini Yoga] Dealing with noise

Sat Nam,
For the past two years, I have had to deal with a noise level from barking dogs and sub-woofer sound systems in my neighbourhood which is abnormal.  The people who stay across the road from me have six dogs alone.  In total there are about 26 dogs barking unstoppably around my house and their owners are careless about the noise.  The boy from across the road even walks around teasing the other neighbours' dogs to get them barking more.  Then they sometimes also play the music in their car so loud that my house's windows rattle in their frames.
This is driving me insane and I can often feel the energy being drained from my body at my solar plexus.  I am struggling to concentrate as I'm typing this because of all the noise. Anything that needs concentration has become impossible to do in my house and I often have to stop doing yoga because of the noise.  It has become emotional torture to be in my own house.  It feels as if I have been cursed.
Is there any meditation I could try to be more tolerant of the noise, or perhaps to remove a curse? Or is sensitivity to noise a sign of a weak nervous system?
Thank you,
Santie
