I wouldn't do any neck exercises that they have to bend the neck backwards.

Eye exercises are very good for neck problems. Have then do basic turns
of the neck and then do any creative series of eye exercises and then do
the same neck turns.

Eye exercises not only loosen up the neck. They loosen the spine for
cobra pose.

That set doesn't look like it can be done from a chair. But you can use
whatever your students can safely do. You have to pick and choose
appropriate exercises for your students conditions.
