There is some truth in this --

Some enlightened masters advise to just pay attention to the noise,
until the mind doesn't get disturbed by it.

The truth part is that we can give up our resistance. By listening to
noise instead of resisting, we notice our resistance, judgments,
stories, which are greatly reduced by accepting the noise.

Also I have found that by listening to noises that bother me, my mind
goes to the silence underneath the noise and then I can listen to the
sound of the silence.

It takes a while to find the silence, but it is there.
