I would have to agree with the earplug suggestion. I live near a noisy thoroughfare and my neighbor also has two large dogs that bark all day and all night -- really. I use earplugs and headphone playing Tibetian bowl or Native American flute music when doing yoga and meditation. They both work wonderfully. I would highly recommend investment in sound reduction headphones and good earplugs.
