There are many kryias for a person that has his legs handicapped, especially if he can move the upper part of the body. A kryia that comes to mind is "The basic spinal series" for working the flexibility of the spine and raising the Kundulani.
Meditation should also be very helpful for such a person. "Meditation as Medicine" is a book I would highly recommend for this person or someone who wants to help him.
